Why title tag is not showing on my website's tab

Hello,

 

My website is hosted here on GitHub and although the title tag shows up locally, it does not on my tab's website. I moved around some HTML code, no success. If anyone has a cue please that's be greatly appreciated. Here's the meta:

I must be dense, I don't understand the problem, especially this phrase: "it does not on my tab's website".

 

I see the title as specified in my browser tab (and even the tooltip!):

I'm using Chrome and Brave. Which browser are you using? What exactly are you expecting to happen?
