Branch protections allow us to require code reviews from code owners on PRs that match against the CODEOWNERS file. While this works great, it is often noisy for larger development teams.
As soon as a PR is opened, and every time it is updated, GitHub will request reviews from all impacted code owners. For long running or collaborative PRs, this often results in code owners getting pinged well before the PR is ready for review.
Additionally, a force-push will often confuse this mechanism, so GitHub ends up pinging code owners who are not impacted by the PR.
It would be great if the PR owner could indicate when a PR is ready for review, so that GitHub can then ping the appropriate code owners.
