Currently in github doc it says that the person must be a maintainer of the repo to add him as a codeowner. Lets say if i have an open source project that has tons of folders, each of the folders contain code that are contributed by different people in the community.
What if i want to make sure that the changes submitted to the files in the folder must be reviewed by the person who actually owns the code.

Thanks for being here. As far as I know and the documentation supports there is no way to accomplish what you are trying to. You'll have to either add them as collaborators on the repository or not have them as CODEOWNERS.
