It would be much easier if there was configuration option (either on user, repo, or org) that allowed to file all PR as draft by default. The box with dropdown is super clunky (subjetive opinion) and 99% of the time I end up filing normal PR instead of draft PR.
The reasoning behind the idea is that most of the time I simply start with zero delta PR and want to run CI against each commit in the PR but dont want team to think PR is ready. As of now labels help but I'd guess it makes the whole point of having two categories of PR moot.
