Was the endpoint changed in some way? I've found no documentation regarding any changes.

Exact same issue, how could GitHub delete an Actions repo and so breaking automation build without even a notice!!!
I reached out to Github's support. It seems that repository was related to the old HCL-based actions (even though I used it with the yaml). They said the different actions in that repository can be easily created with yaml syntax. For example, I was using the `is-tag` filter so I could now use:
