Is "comment"->"id" unique in event api v3?

I use v3 event api (https://developer.github.com/v3/activity/events/#list-public-events) and I receive this json response

Is "comment"->"id"  unique in event api v3?

If I create another repo, is there a chance that a comment in the new repo has the same id with the above one?

Please help me to understand that.

I want to confirm that I understand correctly.

You mean that it is unique to only my repo or unique to my account or unique to the whole github system?
