I want to have since on "create time". there is sort option but I don't think if that will help.
Use case: Update can bring unintended issues as well because update is triggered on any update (issue close or assignee removal etc.) which are likely to happen over a period unintensionally. For example, when a assignee leaves the repo, an update event is triggered autoatically and hence now all the issues pointed to to that assignee are new issues irrespective of their created time.

There is not a built in filter to the List issues v3 API endpoint that does exactly what you're looking for. Your best bet would be to pull all issues that fit your criteria as close as possible and then use post-processing to filter issues in the JSON by the
created_at property in the output.
