Strange Yarn error: Invalid character in header content [\"authorization\"]

It’s reported as a yarn error but it’s probably an Action issue. I have two actions running upon the same commit, both running yarn,

one succeeded:

but one failed:

Run yarn && yarn pkg && npm publish
yarn install v1.22.4

error An unexpected error occurred: "https://registry.npmjs.org/@types/color-name/-/color-name-1.1.1.tgz: Invalid character in header content [\"authorization\"]".

I copied the script from another working project so it’s unlikely the script has a problem. The resource https://registry.npmjs.org/@types/color-name/-/color-name-1.1.1.tgz is also available from my side.
