GitHub Actions already allows an organization to define workflow templates: https://docs.github.com/en/free-pro-team@latest/actions/learn-github-actions/sharing-workflows-with-your-organization.
When using these templates for a repository within the organization, GitHub will create a copy of the workflow. This makes sense if the workflow needs to be adapted to that particular repository.
Another use case would be to share a single config across many repositories, and have updates apply automatically to all of them. One common example would be dropping support for an old Go version and / or adding support for a new Go version. Is there any way to achieve this?
