Setup-job action is failing on certain repos

I have a some workflows which are failing when trying to install public actions. All of the actions in that repo are failing:

Failed to resolve action download info. Error: Unable to resolve action `jaxxstorm/action-install-gh-release@release/v1-alpha`, repository not found
Unable to resolve action `pulumi/action-install-pulumi-cli@releases/v1`, repository not found
Unable to resolve action `pulumi/action-test-provider-downstream@releases/v4`, repository not found

The exact same workflow is working on another repository. the tags all exist and the action seems valid, what would be causing this?

I suspected it was that the GITHUB_TOKEN wasn’t allowed to read the action, but I can’t see any indication that’s the case as it’s working from another repo.

I don’t think this could affect using the GITHUB_TOKEN to checkout the public repository.
Essentially, the GITHUB_TOKEN also is similar to a personal access token automatically created by GitHub, it is not the password of the user.

This sounds similar to an issue that’s impacting us.
I have an issue here, although it may not actually be about the runner: https://github.com/actions/runner/issues/736 (we initially thought it was only impacting our self-hosted runners and saw some recent changes which included splitting on /)
