Send pashphrase in ssh connection in github actions

I have the following github action for deploying my laravel application:

name: PHP Composer

on:
  push:
    branches: [ develop ]
  pull_request:
    branches: [ develop ]

jobs:
  build:

    runs-on: ubuntu-latest

    steps:
    - uses: actions/checkout@v2
    - name: Setup PHP
      uses: shivammathur/setup-php@v2
      with:
        php-version: 7.2

    - name: Validate composer.json and composer.lock
      run: composer validate --strict

    - name: Cache Composer packages
      id: composer-cache
      uses: actions/cache@v2
      with:
        path: vendor
        key: ${{ runner.os }}-php-${{ hashFiles('**/composer.lock') }}
        restore-keys: |
          ${{ runner.os }}-php-
    - name: Install dependencies
      run: composer install --prefer-dist --no-progress
      # Setup key
    - run: set -eu
    - run: mkdir "$HOME/.ssh"
    - run: echo "${{ secrets.key }}" > "$HOME/.ssh/key"
    - run: chmod 600 "$HOME/.ssh/key"
    # Deploy
    - run: rsync -e "ssh -i $HOME/.ssh/key -o StrictHostKeyChecking=no -p 2200" --archive --compress --delete . root@178.159.47.17:/var/www/kirill/data/www/study-test.belmapo.by/

    # Add a test script to composer.json, for instance: "test": "vendor/bin/phpunit"
    # Docs: https://getcomposer.org/doc/articles/scripts.md

    # - name: Run test suite
    # run: composer run-script test

And My ssh secrete is generated with passphrase, but I can’t find the way to pass it? Any idea?
