Publishing packages to GitHub feeds

I’m following the documentation on creating a GitHub Action that publishes a package to a GitHub package feed, but it doesn’t seem to work. Specifically, it seems to ignore the registry configuration, and tries to publish to npmjs.com. My publish.yaml file is here:
https://github.com/ryantrem/ActionTest/blob/77e857d182deec3dece9f564e78fd1dbf8561f74/.github/workflows/publish.yml
Does anyone know how to make this work?

I was only allowed to put one link in my post, so here is the documentation I’m trying to follow: https://help.github.com/en/actions/language-and-framework-guides/publishing-nodejs-packages#publishing-packages-to-github-packages

The issue for me turned out to be that I didn’t include the scope in my package name in the package.json (e.g. @ryantrem/test-package). The docs very briefly mention this, but not in a way that made it sound like a requirement.
