Process to reuse template from Github

How do I do this?

I want to keep a project template file on Github which I will reuse in VS Code every time I want to start building a new website. I have basic Git CLI skills, but I can’t seem to get VS Code and Git to completely flush all references to the template and all old commits  once I start a new project despite removing and adding origins etc.

What is a good process for this scenario?

If you copy a repository, you’re essentially copying the entire history as well. Are you trying to copy just this one file into all of your new projects or is there more to it than that?
