PR adding actions is not running any jobs

Hi - I have write access, and put up a PR that adds actions workflows to this repo for the first tim: [Tests] migrate tests to Github Actions by ljharb · Pull Request #469 · paulmillr/es6-shim · GitHub. The actions run fine on my fork.

The owner has confirmed that it’s set to allow all actions, and I’ve done over 200 of these migrations, and the pull_request actions have always ran immediately. The owner has also confirmed that there’s no “approve and run” button (which makes sense, since i have write access).

What’s going on here?

k, turns out i had to land at least one workflow in the default branch first, to “enable” Actions, before anything would run.

While my immediate problem is solved, this seems like a clear bug, since it prevents (even with the “Approve and Run” button) anyone who doesn’t have write access from safely contributing the first workflow to any project.

It’d be great if Github staff could respond and confirm that this bug is recorded somewhere :slight_smile:

That is not a bug. It is by design. I’ll see if I can find you the reason why.

If it’s intentional, then I’d call it a design flaw :slight_smile: I look forward to hearing the rationale.
