Per-email privacy rules

Hoping this is the right place for this feature request.

I have two email addresses associated with GitHub, personal and work. I need to use the work one in commits rather than my GitHub noreply address in order for Jira to integrate usefully. As such, I disabled Block command line pushes that expose my email. Unfortunately, that means I might push my personal email address to a public repo (or a work repo, for that matter). Ideally, the Block command line pushes that expose my email could be per-email-address instead of per-account.
