Owner vs Member permissions Help

Good day,
My company has contracted a development team that says they absolutely must have Owner accounts to fulfill their work in Github.
Specifically they say they cannot complete the below list of tasks without Owner access. Is this true? Can these tasks be completed with Member access only?

Circle CI – once per application
Code coverage – once per application
Generation OAUTH tokens for APPS – Weekly
Access to GitHub Apps - Daily
Configure police for Gitflow
Create bots – once per application

Regarding “Access to Github Apps”:

By default, only organization owners can manage the settings of GitHub Apps owned by an organization. To allow additional users to manage GitHub Apps owned by an organization, an owner can grant them GitHub App manager permissions.
