Organization owners without full access

How are you supposed to deal with situations where the organization owners shouldn’t have full access to the repositories (at least not all the time)? An organization owner isn’t necessarily a maintainer of each repository and as a non-maintainer shouldn’t have push rights not approval rights for PRs.

Is there a better option than having two GitHub accounts and using one’s owner account for the relatively few operations that require super user access and a regular non-owner account for everything else?
