On.pull_request.path and on.pull_request.path-ignore cause workflows to report `Expected` status

Currently github actions will report Expected -- Waiting for status to be reported when using on.pull_request.paths or on.pull_request.paths-ignore.
Let’s say I have

     paths: **.md

and I don’t edit any .md files in my pull request. Then, I’d expect that this workflow gets skipped and doesn’t report in CI (and doesn’t block my branch from being merged since we have branch protections on where all CI checks need to pass). However, we instead get the following message:

This is a blocking problem because we are unable to merge these pull requests using the automation since we have branch protections which prevent “failing” branches from merging in. And this counts as failing since it is stuck on “Expected”
