Need help in understanding how the users are licensed in the GitHub

I have a couple of queries regarding the licensing in GitHub enterprise.

  1. In an enterprise plan which is an on premise installation, is the billing done on per user basis?
  2. In case there are multiple organizations and one user is part of multiple organizations in an enterprise, will this be counted as a single seat (license) or does it depend on the number of organization he is member of?

1.Yes, per user licensing
2.A single license for an enterprise user account regardless of how many organisations the user is a member of.

Thanks for the quick response. the other question I have is, if I have to reclaim one license, do I remove the user from all the organizations? will that be enough?
