Moved metadata from action.yml to Dockerfile, can't publish to Marketplace anymore

Hello! I moved my action’s metadata from action.yml to the Dockerfile's labels and I can no longer publish a release to the Marketplace. The blue prompt above the files to “Publish this Action to Marketplace” is there but when pressing “Draft a release” the checkbox to publish to the Marketplace doesn’t appear like usual.

There was also a notice that went up on the documentation last week (which can be found here):

GitHub no longer supports the HCL syntax in GitHub Actions. … You’ll need to migrate any workflow files that use HCL syntax to use the new YAML syntax. … You’ll also need to ensure you create a metadata file for any actions you’ve built.

This makes it pretty clear that the HCL syntax (i.e. Dockerfile Metadata) is no longer used.
