Mindboggling Steam Problem

I recently built my computer and everything was running perfectly fine until one day steam just suddenly said that it wasn’t connected to the internet and wouldn’t let me download/update anything. I uninstalled and reinstalled and now it tells me that it cannot complete the installation because steam is not connected to the internet, however, everything else is connected. I have tried to find the solution to this for over a month to no avail. I was told to offer my problem to the almighty masses of Github in hopes that someone would recognize the cause before I decide to just cut my losses and wipe my computer as a last resort. 

If there is any info that I do not have attached and you believe would help, let me know and I will add it.

I have gone through all the normal troubleshooting to fix similar steam problems (firewall, antivirus, etc.), none of which have proven effective

This is what the steam bootstrap log gives me each time steam attempts to startup and the fatal error is below that:

Maybe the problem is on this line:

[2019-11-07 17:52:24] Unable to read and verify install manifest D:\Program Files (x86)\Steam\package\steam_client_win32.installed

I don’t know if is right but maybe is not the connection the problem. The installer cannot find the manifest and set up some info that are on there. Did you download the installer on the official page? This is the link store.steampowered.

Try to download again and retry install it.

Thank you for your response and I applogize for getting back to you so late.

I did in particular recognize both that line and three more below it which mention that the client download and the manifest both failed due to a 404 error which goes back to Steam not even recognizing my connection in the first place.

I did uninstall and reinstall my steam, but sadly this had zero effect as the problem still persists.

The thing that perplexes me is that Steam is the only application which is heavily impacted by this. I have other very minute problems with other applications/games that point toward similar problems, but nothing so dramatic as what is taking place with steam.

Could it be that there is a simple factor which has been overlooked?

Or possibly that my router is blocking specific connections to my PC?

At this point I am far beyond my current computer knowledge and dont even know where the possibilities begin, nor end.
