Maven-metadata.xml is corrupted on upload to registry

I am uploading a maven package to the Github Packages registry with the following maven-metadata.xml:

  <groupId>com.github.gregwhitaker.flywayutils</groupId>
  <artifactId>com.github.gregwhitaker.flywayutils.gradle.plugin</artifactId>
  <versioning>
    <latest>0.1.0</latest>
    <release>0.1.0</release>
    <versions>
      <version>0.1.0</version>
    </versions>
    <lastUpdated>20210501012151</lastUpdated>
  </versioning>
</metadata>

However, when I retrieve the metadata xml file from the registry the groupId and artifactId has been corrupted as follows:

<metadata>
  <groupId>com.github.gregwhitaker.flywayutils.com.github.gregwhitaker.flywayutils.gradle</groupId>
  <artifactId>plugin</artifactId>
  <versioning>
      <latest>0.1.0</latest>
      <versions>
         <version>0.1.0</version>
      </versions>
      <lastUpdated>20210501012151</lastUpdated>
   </versioning>
</metadata>

Does anybody have a clue what is happening here?

I didn’t think artifactId was supposed to include the groupId. What happens if you publish using an artifactId of just plugin?
