"! LaTeX Error: File `*.sty' not found.": Travis build w/ texlive-latex3 & texlive-latex-extra

I am getting the error: “! LaTeX Error: File `ocgcolor.sty’ not found.” in a Travis build.
Note the

- sudo apt-get install texlive texlive-latex3
- sudo apt install texlive-latex-extra

lines before install in the .travis.yml file. Following is the full file, but the rest of it shouldn’t matter:

- sudo apt-get install texlive texlive-latex3
- sudo apt install texlive-latex-extra

Interestingly, /usr/share/texlive/texmf-dist/tex/latex/ocgx/ocgx.sty is included here: https://packages.ubuntu.com/trusty/all/texlive-latex-extra/filelist.

The travis_deploy script shouldn’t make a difference, but here it is anyway.

In the preamble of the Tex file:

\usepackage[ocgcolorlinks]{ocgx2}

The preamble also has other related packages, but they shouldn’t cause the error:

\usepackage[Options]{hyperref}

with options, as well as 

\PassOptionsToPackage{hyphens}{url}\usepackage{hyperref}
