Keeping linked issues open

With the ability to link pull requests and issues, we are given this copy to explain the relationship:

Successfully merging this pull request may close these issues.

I haven’t been able to understand in what situation a pull request does not close the associated issue.
In some cases I have manually linked several PRs to an issue, and merging any one of them has closed the associated issue.

Is there a way to link multiple pull requests, but not have the issue closed until all the PRs are merged? What situations do not auto resolve the issue as indicated by the copy?

Extra context for why I like being able to do this is because the PRs show up linked to the issue card on project board, which helps keep things organized.

I’m afraid that this is not possible, as any linked Pull Request will close the issue once merged.
