Is the GH Actions minute per organization or per user?

Hi, I couldn’t find this info anywhere else or seeing a clear answer about it. So if we have 50 users in 1 organization on Team plan, and all private repo are own by the org. Would the actions minutes we have is 50 x 3000 minutes/month org wise?

Thanks, so with 50 users, and repo own by Org, we do get 150,000 minutes? We have not started using Action, so not sure if the Action is tied to the users or the org on a org owned repo.

Sorry for late response! I confirmed as below:

On the Team plan, the whole organization gets 3,000 Actions minutes each month. While the Team plan does come with more minutes than the free plan, additional usage of Actions and Packages is actually paid separately with a spending limit:

You can simply have a free plan which actually comes with unlimited private repositories and user seats and purchase additional Actions usage separately.

The benefits of the Team plan are the other additional features:

If you exceed the included 3,000 Actions minutes on the Team plan we bill the organization account for any overages if you have setup a spending limit. If you have not setup a spending limit, Actions can no longer be used. This is regardless of which users within the organization consumed the Action minutes.

Please also keep in mind that each user account has 2,000 Actions minutes each month to use for work in their own user account but Actions minutes used for work in an organization account are all added together. These accounts are separate:
