How to publish to the root of an organization without specifying a resource in package.json

When publishing an npm module to github packages, I know that I need to specify a repository in the package.json file. I have an interesting scenario in which I want to publish an npm package to github but not have a repository.

Within my organization, I have both an on-prem and off-prem instance of github. I have some code that needs to live in the on-prem github but I want to publish a package to the off-prem github. The only way I see to do this is by changing the package.json to point to a off-prem repository. However, this is misleading since the code doesn’t live there.

Any ideas?
