How to get html based on local time zone?

today = Date.parse(DateTime.now.to_s).to_s
year = today.split("-")[0];
html = URI.send(:open, "https://github.com/users/#{username}/contributions?to=#{today}#year-link-#{year}") { |f| f.read };

This code would return html in UTC time zone.
Thus, it would not correctly reflect commit contributions in local time zone.
I was wondering if there is a way to get a html that is set to local time zone.
