How to create a release at a specific commit via github.com browser?

I am trying to create a release at a specific commit. From the main repo screen, at the top, I click the “tags” button, then “create new release” and in the next page, when selecting the target, the dropdown menu has two tabs: (a) select branch or (b) select recent commit. So I go to (b) because I want to choose the specific commit. However, it populates a list with what it considers “recent” and of course the one I want is not listed. (Though it shows me commits like 18 days ago and the one I want is like 2 days ago.)

I also tried copy-paste the entire hash into the field to “specify” the exact commit I wanted, but then of course the dropdown box just says “not found”
