I have a private repo. I’d like to invite people to join this repo as a collaborator especially for issues, but only a few people able to push commits. Can I do that in GitHub?

Since you require more granular read/write access, perhaps you might consider transferring the repository to an organization. For more information, see “Transferring a repository.”
