How can we allow users to submit issues to our private repository?

I remember BitBucket had this feature where issue tracking can be made public while the rest of the repository is made private.

Another question: If we made our repository public, can we allow users to submit issues without having a GitHub account? We don’t want to hassle our users to create an account for submitting issues.

  2. I don’t think you can, what I’ve done in the past is create a bot account and use another service like GitReports to submit issues.
