Handling usage of workflow: workflow was not found

Hey guys,
Probably it’s answered somewhere already, but I cannot find anything…

I’m trying to add a reusable workflow (with tests) in one repo on push in another repo under the same organisation.

So I have a reusable workflow yaml:

name: xperimental Unit Tests job

on:
  workflow_dispatch:
    inputs:
      server:
        description: RS
        default: "master"
  workflow_call:
    inputs:
      server:
        description: RS
        required: true
        type: string

env:
...
jobs:
...

and a caller yaml in another repo:

name: Trigger unit tests repo

on: [push]

jobs:
  trigger-unit-tests-repo-tests:
    uses: org/repo/.github/workflows/test.yml@master
    with:
      server: ${{ github.ref }}

On run I keep getting:

[ **Invalid workflow file** : .github/workflows/trigger.yml#L1]

handling usage of workflow "org/repo/.github/workflows/test.yml@master": workflow was not found

although the file is obviously there and runs on a regular basis.

I thought it somehow can be related to Allowing access to components in an internal repositoryt in the article, but I don’t have Access section in my repos at all.

Any ideas, what that can be?
