Github rest api returns 403

We have a web site that uses the github rest api and a valid access_token to publish page with support issues from a private repository. The app caches the result for 24h and issues a handful of requests per day. Every worked fine until the IP has been blacklisted. Now every request returns 403. The same identical request works from a cloned web server with a different IP. Obviously we can’t create new public web sites every few days.

What is Github policy’s about blacklisting a customer with paid accounts? Can we get a notification, or some notice? And most importantly, I’m pretty sure that we didn’t even get close to any api limit. Why has the site been blacklisted?

After some more testing it appears that 2 concurrent requests triggers the 403 for a certain cool off time.
