Github pull request id doesn't start at 1

I’ve just created a PR in a repository. It’s the first one that’s been made for that repo, yet I notice that the numeric ID of the PR starts with a number other than 1, in this case: 26.

However, I am aware that I’ve created 25 issues for the repository, so I’m wondering if the PR ID number is stemming from the back of the 25th issue.

Is this intentional behaviour?

Yes, this is intentional behavior - both issues and PRs share one pool of numbers, as they’re kind of the same thing at the database level. (A PR is just an issue with a bunch of extra features bolted on!)
