On the third step, it seems that octokit.issues is undefined, which prevents the action from running successfully. The bot gave a link that was supposed to be to documentation on octokit.issues, but the link is dead and other links on google to octokit documentation seem to be similarly broken.

Unfortunately the fix still hasn’t been merged, but you can see it in the issue and PR.
Ahh, good to know, and also good to know what the code should have been.
