We need the ability to SSH into build jobs that are failing inorder to debug the issue. Travis CI (https://docs.travis-ci.com/user/running-build-in-debug-mode/) and CircleCI (https://circleci.com/docs/2.0/ssh-access-jobs/) both support this.

This is a super-useful feature to have, especially when doing cross-platform development. Its currently the one reason I’m holding back on the transition from circleci.
Encountered a .NET bug in Linux that I wanted to debug, but I can’t since it seems to be a Actions-specific issue. Would really be helpful if we had this.
