Does accessing files have rate limits?

This is probably a weird question, but I want to ask it anyway just to be safe:
When accessing the raw format of a file (i.e. a JSON file) through the domain, is there a chance to hit a rate limit?

I have software that fetches the latest content of a file every time a restart is performed. And since this software is available for others to use could the amount of connections/requests be extreme when someone performs a lot of restarts, so I want to make sure that I actually handle a possible rate limit and inform the user about this case and how long they have to wait…
