Is it possible to Сreate/Update/Delete a Release using graphql v4? If yes, please tell me how to do it. Thanks

Nothing possible through GraphQL V4 API that I cam see.

Just so you are aware there is no assurance that a REST V3 API functionality will ever be replicated to v4 GRAPHQL API.
So whilst some functionality may exist in both other functionality may remain in either V3 or V4 only for the foreseeable future.
