Charge consumers for packages traffic

Right now documentation states:

GitHub charges usage to the account that owns the repository where the package is published.

Instead I suggest to change it (or have an option) to charge the consumer. Anyways one can’t access private packages without authorization.

Use case for that scenario came from this issue on Material for MkDocs open source project. They have a private distributive with more features for GitHub Sponsors. The distribution is simply a Docker image that sponsors can use in their CIs (not only GitHub Actions) to build the documentation sites with additional features available for paid sponsors.
