Can't delete plan in unpublished, unverified marketplace app

I added a paid plan to test my unpublished marketplace listing, then tested subscribing to the the plan. Then cancelled the plan for my account. Now I want to remove the plan from my app and GitHub says: "Could not delete listing plan: this plan still has subscriptions, which you must cancel before deleting the plan itself "

No one is using the plan. It also implies I have some way to cancel the plan for a user. I see no way to cancel a plan on a user’s behalf. But no user is subscribed to my plan anyway since my app is not even published.

I ran into the same issue - were you able to cancel the plan? Or did you have to wait until it expired?

Official documentation says:

When you cancel an app, your subscription remains active until the end of your current billing cycle. The cancellation takes effect on your next billing date.

You can force the cancellation instead of waiting when you’re testing an unpublished app. Even then, I couldn’t delete the plans. However, after a few days, I was able to delete them. It seems that the cancelled subscription is still lingering around, hidden for a couple days.
