Can't connect to docker from reusable workflow

I’m trying to port an existing workflow to a reusable one.

As part of the workflow I launch a docker container and connect to it. However the connection is refused and as part of my debugging I run nmap which shows that all ports are closed.

I’ll gladly post some code but the issue boils down to all ports being closed on localhost despite “docker ps” showing my container running and bound to the port in question.

Any clue about how to start, and connect to, a docker container in a reusable workflow?
