Cannot build database projects

I am unable to build my database project on a windows-latest platform. For some reason

Confirm that the expression in the Import declaration "C:\hostedtoolcache\windows\dncs\3.1.201\x64\sdk\3.1.201\\Microsoft\VisualStudio\v16.0\SSDT\Microsoft.Data.Tools.Schema.SqlTasks.targets" is correct, and that the file exists on disk.

What’s the target framework for your database project? 

If it is a .net framework project, you need to use MSBuild instead of dotnet to build it.
