Can repositories be made public on GitHub AE?

I’m researching SCM options for a client. One option we’re considering is GitHub AE and one of the criteria is whether or not an arbitrary repository on GitHub AE may be made publicly accessible.

When you create a repository owned by your user account, the repository is always private. When you create a repository owned by an organization, you can choose to make the repository private or internal.

Private repositories are only accessible to you, people you explicitly share access with, and, for organization repositories, certain organization members.
Internal repositories are accessible to all enterprise members. For more information, see “About internal repositories.”

^ This suggests to me that organization-owned repositories may be either internal or private

^ this image from the “Setting Repository Visibility” page in the GitHub AE documentation, step 4 (“select a visibility”) seems to suggest that a repository can be marked internal, private or public.

^ the API documentation asserts that a repository may be created (PUT) with visibility set to ‘public’ and a private set to ‘false

Therefore, I would like to know if an arbitrary repository on GitHub AE may be made accessible publicly.
