BUG: Converted Personal Account to Organization but Owner only has Read access to repositories

I followed the instructions on GitHub to convert a personal account ( oqtane ) to an organization ( https://help.github.com/en/articles/converting-a-user-into-an-organization ) but after the transition when I login with the new organization owner account, the user interface says that I am the owner however I only have Read access to the repositories.

I have no ability to select the Manage Access button for these repositories. In fact, I do not have the ability to anything that an owner should be able to do. And unfortunately, I am the only person associated to this account.

Unless I am mistaken, this appears to be a bug in the GitHub platform. The process to convert a personal account to an organization account should not leave the organization in a state where nobody is able to manage it.

If anyone has any suggestions on how to resolve this issue, please let me know. I have contacted GitHub Support but other than an automated reply I have not received any response.
